Advocates in Ohio are stepping up their clean energy efforts in response to the Republican party platform and Project 2025, which detail how a second Trump administration would promote fossil fuels while cutting back federal programs for addressing climate change, environmental justice and equity.

Over the past year, Ohio-based governments and groups have won awards for hundreds of millions of dollars under the Inflation Reduction Act and the Bipartisan Infrastructure Law. 

Federal policy takes on added significance in a state like Ohio, where lawmakers have already placed extra hurdles in the way of clean energy development. That has left it up to local governments and private organizations to take the lead in cutting greenhouse gas emissions.

Some of that work did move ahead during the former Trump administration, said Mike Foley, director of sustainability for Cuyahoga County, which includes Cleveland. But, “we had to scramble and struggle to get projects done.”

“Having resources from the federal government makes things so much easier,” Foley said.

Just this week, for example, the Environmental Protection Agency announced a grant of roughly $129 million to a partnership among Cuyahoga County and the cities of Cleveland and Painesville to build a 35 megawatt solar power facility and 10 megawatts of battery storage, and to shut down a coal-fired power plant.

Earlier in July, the Federal Transit Authority awarded a $10.6 million grant under the Bipartisan Infrastructure Law to the Greater Cleveland Regional Transit Authority for ten electric buses and chargers for low-income, high-ridership areas. More than $40 million will go to other projects in Ohio. 

“These dollars are changing communities for the better,” said Chris Tavenor, general counsel for the Ohio Environmental Council Action Fund.

Project 2025 — a policy blueprint for a possible Trump presidency produced by the Heritage Foundation — calls for repealing the Inflation Reduction Act and Bipartisan Infrastructure Law, threatening funding for additional work in Ohio and elsewhere, as well as weakening environmental protections and programs to promote equity. While former President Donald Trump has distanced himself from Project 2025, he has multiple links to authors and editors of the roughly 900-page report, and has repeatedly pledged to end Biden energy policies he has dubbed the “green new scam.”

“This is getting rid of everything that’s moved the needle forward on climate and energy,” said Neil Waggoner, the Midwest manager for the Sierra Club’s Beyond Coal program. 

While it’s unclear whether who will win in November, advocates are nonetheless preparing for a potential Trump presidency now.

Maximizing gains

The GOP platform and Project 2025 make clear what types of energy policies to expect if there’s a change in administration, said Melinda Pierce, legislative director for the Sierra Club.

“It’s in black and white,” Pierce said. So now, the Sierra Club is focusing on how to “Trump-proof the gains we have made.”

One push is to help local officials identify and apply for funding opportunities that are available now. “We don’t want to leave that money on the table,” Pierce said, adding that once money is in hand it “buys a lot of goodwill and inertia.”

That goodwill might limit the extent to which federal lawmakers would scale back programs bringing money to their states, according to conservative clean energy advocates who met at the Republican National Convention last week. Others are also collaborating with partners to get money for projects in hand as soon as possible.

“We are taking a proactive approach to reach out to funders to secure funding to continue the work and advocacy for energy, climate and environmental justice,” said SeMia Bray, co-leader for Black Environmental Leaders, which collaborates with regional partners to provide resources and support for environmental and economic justice initiatives.

Jonathan Welle, executive director for Cleveland Owns, said his organization plans to apply this summer for a “substantial federal grant that would put money in the hands of longtime northeast Ohio communities, specifically Black and Brown communities, so they can chart their own energy future.” 

Welle said he’s not at liberty to discuss the proposed project’s details, but did say the group expects it would hear about grant awards late this year or in early 2025. 

“But the timing for that and the follow through from the federal government…is highly dependent on the next few political moves, including November’s election,” he added.

Work to secure federal funding didn’t just spring up overnight, though. The Reimagine Appalachia coalition has been working for several years with stakeholders in Ohio, West Virginia, Kentucky and Pennsylvania to build capacity to absorb and direct that funding. Periodic information sessions spotlight funding opportunities and promote networking for local governments or others to develop ideas for projects. There’s even a forthcoming “grant of the month club” event.

“It’s really important to be doing this work and making sure that this current opportunity is taken advantage of,” said Amanda Woodrum, one of Reimagine Appalachia’s co-directors.

At the same time, she warned against speeding up the process too quickly.

“It takes time to put the infrastructure in place to actually direct it and make sure [funding] doesn’t go to the same old political channels,” Woodrum explained.

Going too quickly also increases the risk of backlash if projects aren’t well thought out, don’t provide what people in communities want, or otherwise fail.

“You don’t want it to go sideways,” Woodrum said. “You want to make sure you do it right.”

Getting the word out

Messaging is another top priority for advocates as the fall election draws near.  

“We are continuing our efforts of voter education, making sure the communities we love and support have updated registration and understand the importance of this election, and all elections on the local level,” Bray said.

Volunteers for Save Ohio Parks have been trying to limit drilling and fracking under state-owned parks and wildlife areas since early 2023, and now face the possibility of more drilling and fossil fuel development under a possible Republican administration.

“Yet Save Ohio Parks is determined to stay positive and keep our eyes on the prize,” said Melinda Zemper, a member of the group’s steering committee. The group is expanding its volunteer base and building additional coalitions with other environmental groups in Ohio.

Advocates also want to get out the word about benefits from current federal programs so voters are aware of what’s at stake.

“The Ohio Environmental Council Action Fund will continue its work to emphasize how the Inflation Reduction Act, the Bipartisan Infrastructure Law, and other important federal programs benefit Ohio communities and help combat the causes of climate change,” Tavenor said. Without continued progress, climate change costs for Ohioans will get worse, he noted.

Messaging by the Sierra Club, Ohio Environmental Council Action Fund and other advocates also highlights the implications of Project 2025 for equity and democracy.

“Project 2025’s extreme proposals are specifically structured to benefit polluting industries at the expense of the health and environment of our communities,” Tavenor said. “Simply put, Project 2025 is a government takeover that threatens our democracy, designed by wealthy billionaires to benefit themselves and their power-hungry allies.”

On June 7, 2023, exactly 2,206 large trucks and buses passed through the intersection of Kedzie Avenue and 31st Street in Chicago’s Little Village neighborhood. 

That’s an average of 1.5 heavy-duty vehicles per minute — much more in the morning and afternoon — rumbling through this crossroads in a dense, residential neighborhood near multiple parks and schools.

The numbers are the results of a groundbreaking truck counting program carried out by the Little Village Environmental Justice Organization, which is using the information to bolster its demands for electric trucks and an end to development that burdens communities of color with diesel pollution. 

The Chicago Truck Data Project, carried out by LVEJO along with the Center for Neighborhood Technology and Fish Transportation Group, used cameras and software to systematically measure the number and types of vehicles, bicycles and pedestrians for 24-hour periods at 35 intersections around the city. The project website launched this spring, and organizers hope to continue compiling, analyzing and modeling truck counts, as well as helping allies carry out similar work in other cities. 

“This is the power of community science,” said José Miguel Acosta Córdova, LVEJO transportation justice program manager. “We’ve had to collect this data, when this is data the city should have been doing.”

The highest concentration of truck traffic was just south of Little Village in the Archer Heights neighborhood, where 5,159 trucks and buses passed in a day. A few miles east in the heavily residential McKinley Park neighborhood, in a single day over 4,000 trucks and buses passed, along with more than 800 pedestrians. 

“It paints a picture of pedestrian proximity to truck traffic, which is an air pollution concern, and a safety concern,” said Paulina Vaca, urban resilience advocate with the Center for Neighborhood Technology.  

Long-standing demands

In years past, LVEJO members had conducted grassroots manual truck counts — standing on corners to log the frequency of pollution-spewing traffic.

“Unfortunately we weren’t taken seriously by the Department of Planning,” said Vaca. “With [the Chicago Truck Data Project] we wanted to be more systematic with the research. This is hard evidence, hard proof. We wanted community advocates to be able to wield these numbers for organizing efforts, tying them to state-level policies.” 

Electrifying trucks is a primary way to reduce truck emissions, protecting public health while reducing carbon emissions, especially as increasing amounts of electricity come from renewables. 

LVEJO and other groups have for years been calling on Illinois to adopt California’s standards on clean trucks and zero-emissions vehicles. Only 11 states — none of them in the Midwest — have adopted California’s Advanced Clean Trucks standard, according to analysis by the Alternative Fuels Data Center. The standard requires manufacturers to sell an increasing percentage of zero-emissions trucks through 2035, and includes reporting requirements for large fleets. Seventeen states plus the District of Columbia have adopted California’s Zero-Emission Vehicle standards, which create similar requirements for cars and light trucks. Minnesota is the only Midwestern state to adopt those standards. 

A 2022 study by the American Lung Association estimates that if truck fleets electrify by 2050, the cumulative benefits could include $735 billion in public health benefits, 66,800 fewer deaths, 1.75 million fewer asthma attacks and 8.5 million fewer lost workdays. The Chicago area would be among the top 10 metro areas — and the only Midwestern one — that would see the most health benefits from truck electrification, the report found.

A winding road 

The U.S. EPA reports that heavy duty trucks contribute more than 25% of greenhouse gas emissions in the transportation sector nationwide, though they make up only about 5% of traffic nationally. While greenhouse gases don’t have localized health impacts, such emissions from diesel vehicles come in tandem with particulate matter, nitrogen oxides and other compounds that hurt nearby residents most. 

In Illinois, trucks are responsible for 67% of nitrogen oxide pollution, 59% of fine particulate pollution, and 36% of the greenhouse gas emissions from on-road vehicles despite making up only 7% of those vehicles, according to a 2022 study commissioned by the Natural Resources Defense Council.

Cleaning up truck emissions has long been a focus of advocates and policymakers, but progress has been slow. 

An August 2021 executive order from President Joe Biden said that, “America must lead the world on clean and efficient cars and trucks,” and called for a rulemaking process for heavy-duty trucks under the Clean Air Act.

In December 2022 the EPA released a new rule regarding nitrogen oxides and other  emissions from heavy-duty trucks starting with model year 2027, but environmental justice advocates blasted the rule as not protective enough. 

In April 2023, the EPA launched a rulemaking to strengthen curbs on greenhouse gas emissions for heavy-duty trucks manufactured between 2027 and 2032. That led to a final “phase 3” rule governing truck greenhouse gas emissions, published in April 2024 and taking effect June 21.

The final phase 3 rule is billed by the EPA as more protective than the previous rule, but includes a slower phase-in of standards than an earlier phase 3 proposal backed by environmental justice advocates. 

Union of Concerned Scientists senior vehicles analyst Dave Cooke wrote in a recent blog post that the phase 3 regulations mean up to 623,000 new electric trucks might hit the road between 2027 and 2032, “with zero-emission trucks making up over one third of all new truck sales by 2032.” 

“But that number is highly dependent on manufacturer compliance strategy and complementary policies,” Cooke continued, “and the path to a zero-emission freight sector remains uncertain.”

Cooke fears that electric heavy-duty trucks will be sold primarily in states that have adopted California’s Advanced Clean Trucks rule, leaving fewer available for other states.

“The rule risks having communities of haves (in ACT states) and have-nots (in the remainder of the country),” wrote Cooke, “precisely the sort of situation a federal rule is supposed to ward against.”

A national EJ issue 

Reducing heavy-duty truck emissions has long been a focus for Clean Air for the Long Haul, a national coalition of environmental justice groups including the Wisconsin Green Muslims, South Bronx Unite, the Green Door Initiative in Detroit, WE-ACT for Environmental Justice and the Deep South Center for Environmental Justice.

Wisconsin Green Muslims has organized several in-person and virtual events for community members to talk with state and local officials about truck emissions.  

Huda Alkaff, co-founder of the organization, noted that their office is on Fond du Lac Avenue, a major thoroughfare plied by truck traffic. Alkaff described the fight for clean air in a blog during the Muslim holiday of Ramadan, writing that people can fast from food and even water for limited times but cannot abstain from breathing air. 

Alkaff said local leaders would like to do mobile air monitoring and truck counting, similar to LVEJO. 

“Learning from each other, that’s our power,” she said.

In Milwaukee residential areas bisected by highway-type roads like Fond du Lac and Capitol Drive, meanwhile, air pollution is compounded by the safety risks posed by trucks. 

“Let’s look at the routes, let’s look at the timing, the types of things that might be able to happen with minimum disruption,” she said.

She noted that residents don’t want to endanger the livelihood of truckers who can’t afford to invest in new equipment. But she’s hopeful the transition can be facilitated by federal funding, like recently announced EPA grants of $932 million for clean heavy-duty vehicles for government agencies, tribes and school districts.

Bridges, warehouses and railyards

In Detroit, construction of a new international bridge to Canada is expected to increase the heavy diesel burden on local residents already affected by trucks crossing the international Ambassador Bridge, as well as heavy industry.

“We have a huge issue with maternal health outcomes because Black moms are living near freeways and mobile sources [of pollution],” said Donele Wilkins, CEO of the Green Door Initiative and a member of the White House Environmental Justice Advisory Council. “Birth outcomes are huge issues, asthma, issues with heart disease are elevated in ways they should not be because of exposure to mobile sources.”

The under-construction Gordie Howe International Bridge is aimed specifically at commercial truck traffic, and unlike the Ambassador, it will allow hazardous materials. The new bridge culminates in the Delray neighborhood, a heavily industrial enclave that has a much higher Latino population — 77% — than the city as a whole.

In Detroit, Chicago and other cities, warehouses are a major and growing source of diesel emissions from trucks. A 2023 investigation involving manual truck counts by Bridge Detroit and Outlier Media found that one truck per minute passes homes near an auto warehouse on Detroit’s East Side. 

An Environmental Defense Fund study found that in Illinois, 1.9 million people live within half a mile of a warehouse, and Latino people make up 33% of such warehouse neighbors, while they make up only 17% of the total state population. Black people are also disproportionately represented among warehouse neighbors, while white people are underrepresented.

Little Village gained national attention with the closure of a coal plant in 2012, and city officials worked with community members on a stakeholder process to envision alternate uses for the site. Residents envisioned a community commercial kitchen, indoor sustainable agriculture and renewable energy-related light manufacturing as possible new identities.

Many were furious when the site became a Target warehouse, a magnet for truck traffic. LVEJO is now working with elected officials on drafting city and state legislation that would regulate and limit new warehouse development, even as new warehouses are proposed in the area, including a controversial 15-acre plan on Little Village’s northern border.

LVEJO’s Acosta notes that environmental justice is “not only about electrification but land-use reform.”

“The reason why all these facilities are concentrated where they are is because of zoning, historically racist practices,” said Acosta, who is pursuing a doctorate in geography and GIS mapping at the University of Illinois. “We want to completely reform the way we do land-use planning and industrial planning, not forcing our communities to coexist with trucks every day. It’s also thinking about pedestrian and bicyclist access and safety, mobility justice.”

As a mother and former truck driver, Ticole Smith, better known as Colah B Tawkin, has experienced both being unhoused and receiving international recognition through her popular podcast Black in the Garden. 

From her home base in Atlanta and through her collaboration with Atlanta public radio station WABE, Atlanta Botanical Garden, and speaking engagements across the country, Tawkin works to (re)connect Black and Brown people in primarily — but not exclusively — urban environmental justice communities with their innate connection to the natural world as a means of resilience against disinvestment and climate change. 

It’s well established that BIPOC communities disproportionately bear the dual burden of disinvestment and adverse environmental impacts from the effects of climate change. At the same time, the climate movement lacks diversity — specifically, leadership remains overwhelmingly White, and to a somewhat lesser extent, male. Added to the mix is a persistent and inaccurate perception that people of color, and especially Black folks, don’t care about environmental issues, and are fundamentally disconnected from nature. 

“There is no relationship more sacred than that between Black folks and the natural world. Within the roots and branches of trees, Black folks find mirrors to their deep ancestral strength and resilience. These earthly wonders narrate our lives, weather our storms and bear witness to histories untold. They remind us of who we once were, and who we are meant to be,” said Tawkin during a recent virtual interactive presentation with the Morton Arboretum, located in the Chicago suburb of Lisle, Illinois. 

Events like these are par for the course for Tawkin, who represents one of a handful of Black female advocates in the environmental realm.

There’s not a lot of Black people doing the kind of stuff that I do. So naturally, when the word gets around where [environmental organizations] are trying to figure out, ‘How do we diversify our programming?’, my name tends to come up at the top of the list,” Tawkin said during an interview.

Tawkin also views herself as a pioneer — her very presence a challenge not only to the predominantly White composition of the environmental movement, but also active resistance among White people who refuse to embrace change.

“Being a Black woman in a world that I know does not really represent me in a very robust way makes me feel like a pioneer, and pioneers are revered when we’re looking in hindsight at history and people who started something. But we don’t so closely consider what the experience of a pioneer is like, and how they had to be the first person to venture into a territory that very well could have been hostile.

“I don’t feel like there is a lot of hostility on a frequent basis, but I do know, at the very least [there are] people who see what I’m doing and know what I’m capable of and they’re not okay with that … [but] I do not think about those people. I think about who does want to support me,” Tawkin said.

Black in the Garden

Tawkin’s work with the Black in the Garden podcast and related endeavors reflect not only a deep and longstanding love of nature, but a recognition of a need for greater Black, Brown and Indigenous presence in the green movement. 

“I’ve always had a vision for this from the start, so failure was never an option,” she said. ‘That’s precisely why I chose the name Colah B Tawkin — because I’m always talking. It’s a stage name that reflects my readiness to start the podcast. When you hear my name, you know exactly what I do.”

She also aimed high, targeting her podcast for the national public broadcasting market and structuring the format and the length of her show accordingly. That has paid off with a newly announced partnership with Atlanta-based WABE, which will distribute the show online as part of the NPR Podcast Network.

“When I started Black in the Garden, I knew 1000% that it would be a successful platform,” she said. “I knew that it would resonate with those who it resonated with.” 

“There was no gardening programming that I felt spoke to me, and I recognized that there’s an opportunity for me to start one … there are so many of these stories that are specifically related to our relationship with the land and agriculture and horticulture that really are so just grossly undertold,” Tawkin said.

“I remember in the beginning … people don’t ask me this no more, but in the beginning, Black people would ask me, well, ‘Why Black in the Garden? Like, don’t you want to be relatable to everybody?’ And that put me straight into Toni Morrison mode, and I was just like, we get to tell our stories about us because it’s us and we want to make sure that it’s reaching us. And so, I was intentional from the beginning and including ‘Black’ in the title,” Tawkin said.

And while her audience of “soil cousins” enthusiastically bridges racial and other categories, her focus remains firmly on embracing Black people and overcoming decades of generational hurt from slavery, Jim Crow, redlining and other manifestations of racism — including, she says, “some darker aspects to our relationship with nature.” 

“That was why I discussed lynchings in the in the talk that I did … What am I going to talk about if I’m going to emphasize Black people’s relationships with trees?” Tawkin said. “The good, the bad, and the ugly was literally the first thought that came up … and then when I thought about the bad, I was just like, oh no, it gets real bad. 

“But it cannot be overstated that nature is just what it is. It’s a very neutral thing.”

Disinvestment in environmental justice communities represents a significant driver of generational pain among Black, Brown and Indigenous communities. The work of stakeholder-based organizations is essential in working toward healing this generational hurt, Tawkin said.

At the same time, she said, nonprofit organizations — as well as government at all levels — also bear a level of responsibility in providing financial and other resources to address these challenges. 

“So in order to be able to cope with all of the challenges that come with attaining liberation, and just get through it to actually enjoy liberation, resilience is kind of like the fuel, or it’s the fuel,” Tawkin said. “What other choice do we have besides to be resilient?”

Resiliency and ‘witness trees’

During her presentation for the Morton Arboretum, Tawkin explained that witness trees, such as The Survivor Tree in Oklahoma City, serve as living reminders of significant points in history. 

“They are often found near sites of historical significance, and serve as living witnesses to events, such as slavery, civil rights, struggles, and African American settlements, and so much more when you consider the age of trees,” Tawkin said. 

The survivor tree sits near the site of the 1995 Oklahoma City bombing, and was almost chopped down to recover evidence of the deadly terrorist attack.

“We may be able to identify or not identify, but rather find, like blast shards, bullets, or something that could penetrate a tree, could actually be lodged in that tree,” Tawkin explained.

For Tawkin, trees — and specifically witness trees — also bear a vital role in promoting resiliency, especially among people of color, who often create and maintain spiritual rituals in green spaces.

“There are trees that are connected to different cultures across the diaspora and different parts of the world that have deep spiritual meaning. People of color and Indigenous people in particular have these spiritual kinds of practices that are connected to trees,” she said. 

“The ritual literally takes place with the tree being a physical … Basically, it’s a sanctuary,” Tawkin said.

The Oklahoma survivor tree “absorbed some physical evidence” of the explosion, not only “witnessing the events that it was there for, but the spirits around it, like people are dying around it,” Tawkin said during a subsequent interview. “It’s easy to believe that these spirits are able to connect with or merge into the tree.”

As an example, she cited a particular tree located at the Fairchild Botanic Garden in Miami, whose presence and its network of thick sprawling roots swirling along the ground around its trunk draws many visitors who come specifically to conduct spiritual rituals. 

“When we were talking about that particular tree, [people] were telling me how it has a lot of spiritual significance to many people just around that physical area. And so people would come into the garden, but they would be coming for that tree in order to engage in certain spiritual rituals,” Tawkin said.

“What better example do we have of what resilience looks like than an ancient tree, a witness tree?” 

Relating to the next generation 

For Tawkin, her appearance is also an essential element to appealing to young people, and to providing representation in the green space for people who look like her.

“I’m showing up the way that I show up … for those who need to see someone who looks as much like either themselves or someone who they know, someone who they can relate to doing the thing,” Tawkin said.

“I’m youngish, so I like to show up with like my hairstyle in a certain way and have my nails done in a certain way and show up with a sense of style that resonates with young people, because they’re just not going to pay as much attention to the person with the washed up polo shirt and the khakis on and some busted up shoes. 

”Young people really are very instrumental in how our culture moves. And they are not respected enough for that. I get that. And so there’s a way to relate to kids, ‘cause like they just have a sixth sense about knowing when someone’s being real with them or not,” Tawkin said.

That connection is a key part of Tawkin’s broader vision.

“Not only is it necessary to have Black people of color, Black people, Black youth involved, not only is it necessary to have them interested in nature and involved with it, and taking up the reins and being the future keepers of the Earth, but it’s also important to understand how to connect with them,” she said. 

“Because if we’re not connecting with them in a real way, then they’re not going to be interested in it.”

A Virginia-based power company sold its coal ash to local governments and contractors in Puerto Rico as a cheap material for road construction. The nearly 14 million people of color who live in rural America face unique challenges that run the gamut — from industry land grabs to struggles with broadband and a lack of representation in business and in government that makes it near impossible for many to cultivate generational wealth. This six-part series from the Rural News Network, with support from the Walton Family Foundation, elevates the issues these communities are facing and what some are doing to change their fates.


SALINAS, Puerto Rico — After Sol Piñeiro retired from bilingual special education in New Jersey public schools, she bought a dream house in Salinas on Puerto Rico’s south coast, near the town where she was born.

She and her husband built a traditional Puerto Rican casita beside the main home and filled the sprawling yard with orchids, cacti and colorful artifacts, including a bright red vintage pickup truck.

Only after setting up her slice of paradise here did she learn the road running alongside it contained toxic waste from a nearby power plant.

Salinas is one of 14 municipalities around the island that between 2004 and 2011 used coal ash as a cheap material to construct roads and fill land. The material is a byproduct of burning coal and is known to contain a long list of toxic and radioactive chemicals. But the U.S. Environmental Protection Agency did not specifically regulate coal ash until 2015, and those regulations don’t cover the coal ash used in roads like that in Salinas. 

Any community with a coal-burning power plant likely has tons of toxic coal ash stored somewhere nearby, in pits, ponds or piles. In 2015, the EPA announced new rules requiring groundwater testing and safer storage and disposal methods, but the rules exempt power companies from responsibility for ash dispersed for use in road building and other projects.

Scant or nonexistent recordkeeping makes comprehensively mapping this scattered coal ash impossible, but environmental and public health advocates suspect the material is likely contaminating groundwater and causing toxic dust across the United States. 

Perhaps nowhere is the problem as prominent as on Puerto Rico’s south coast, a rural, economically struggling region far from the capital of San Juan and major tourist destinations. Here, coal ash — or “cenizas” in Spanish — has become a symbol of the environmental injustice that has long plagued the U.S. colony. 

The ash originated from a coal-fired power plant owned by global energy company AES in the nearby town of Guayama. After the Dominican Republic began refusing imports of the waste, the company promoted the material to Puerto Rican municipalities and contractors as a construction fill product. In all, more than 1.5 million tons of coal ash were deposited in Salinas and Guayama, according to a 2012 letter by the company’s vice president that was obtained by the Puerto Rico-based Centro de Periodismo Investigativo, or Center for Investigative Journalism.

In July 2022, a decade after community pressure forced the company to stop marketing ash for such use, EPA Administrator Michael Regan visited Guayama and Salinas to meet with residents about coal ash and other environmental issues as part of his “Journey to Justice” tour. The tour also included the agency’s first Environmental Justice Advisory Council meeting in Puerto Rico. Piñeiro and others are glad for the attention, but given the U.S. government’s long history of broken promises and neglect in Puerto Rico, they are impatient for meaningful action.

Energy injustice

Piñeiro learned the backstory of the powdery gray road material when she connected with José Cora Collazo, who lives in a mint-green home perched on a hillside nearby, with sweeping views of the south coast. Piñeiro has since joined Cora in leading the organization Acción Social y Protección Ambiental, raising awareness about coal ash and demanding change from local and U.S. officials.

While the majority of Puerto Rico’s population lives on the north coast, including the San Juan area, the bulk of the island’s power is generated on the south coast, including at the AES coal plant as well as a nearby power plant that burns oil. That means the residents of Guayama, Salinas and other nearby communities could be subject to a myriad of public health risks, experts and activists say, while the mangrove ecosystem of Jobos Bay National Estuarine Research Reserve and area fisheries could also be threatened. 

During frequent heavy rains, Piñeiro and Cora see the gray coal ash streaming down crumbling roads and into the tangled brush and creeks that traverse the hillsides. As Piñeiro’s picturesque homestead is on a slope below the road Calle Luis Llorens Torres, the coal ash runs down onto her property.

Local residents draw drinking water from their own private wells or a network of municipal wells, and they worry that coal ash is polluting the groundwater. In 2021, chemist Osvaldo Rosario spearheaded testing of tap water in area homes and found disturbing signs of contamination with toxic metals known to be in coal ash. In August, Rosario and colleagues retested the same homes and are awaiting results.

Rosario’s testing and ongoing activism by locals spurred the U.S. EPA to do its own groundwater testing this spring. EPA spokesperson Robert Daguillard previously told the Energy News Network the agency anticipated presenting the results in late September; EPA did not respond to a recent query about the status of the results. 

“EPA’s focus on CCR [coal combustion residuals] in Puerto Rico follows the commitment made by Administrator Regan during his Journey to Justice visit with communities concerned with the management of CCR in Puerto Rico,” Daguillard said in response to the Energy News Network’s questions.

Broken promises, problematic offers

When AES built the coal plant, it promised the resulting ash would be shipped off the island. An investigation by Centro de Periodismo Investigativo revealed that in its first two years of operation, more than 100 million tons of coal ash from the plant were sent to the Dominican Republic, dumped in and around the town of Arroyo Barril and several ports. Soon residents noticed a spike in birth defects, miscarriages and other ailments, which experts attributed to the coal ash pollution.

The country barred coal ash imports. In U.S. court, AES agreed to pay $6 million to remove the coal ash. Meanwhile, AES began marketing the byproduct in Puerto Rico as a construction fill under the brand name Agremax. The ash was used in the wealthy San Juan-area town of Dorado and the university town of Mayaguez on the west coast, but use was heaviest on the south coast.

“They began dumping the ash in many areas of Puerto Rico as the base for many roads, many trails, unpaved trails of pure ash,” Rosario said. “They would fill in flood-prone areas so there could be construction. There was illegal dumping in many open areas. They literally gave the ash away; they paid for the transportation. A contractor would say, ‘I need 20 tons of coal ash to fill in this area,’ and they would bring the coal ash.”

A 2023 report by the environmental organization Earthjustice noted that the toxic ash still lies unused and uncovered at sites where it poses health risks to people in nearby homes, parks, a school and a hospital. “At numerous sites, the coal ash was left uncovered or covered only with a thin layer of dirt, which quickly eroded,” the report said. “Fugitive dust from these uncovered piles and roads is common.”

Rosario said that the use of coal ash was done “under the permissive oversight of government agencies.”

“You put a couple inches of topsoil over it, then when that topsoil gets eroded away or you dig to plant a tree, you reach this gray material which is the ash,” he said. “The water level is not far below that. This was done behind the backs of the people. They got mortgages for houses built on toxic material.”

Unencapsulated ash

In 2012, Vanderbilt University tested Agremax at the behest of the U.S. EPA. It found that the material — a mix of fly ash and bottom ash — leached high concentrations of arsenic, boron, chloride, chromium, fluoride, lithium and molybdenum.

Coal ash is commonly used as a component in concrete, and it is widely considered safe when it is encapsulated in such material.

But unencapsulated use of coal ash, while legal, is opposed by environmental groups  who fear that the dangerous heavy metals known to leach into groundwater can spread and potentially expose people to carcinogens and neurotoxins through drinking water, soil and air.

Advocates have long argued for stricter regulation of unencapsulated use of coal ash. As the Energy News Network explored in a 2022 investigation, throughout the U.S. developers can use up to 12,400 tons of unencapsulated coal ash without notifying the public.

There are about a billion tons of coal ash stored in impoundments and landfills around the U.S., and testing required under 2015 federal rules shows that almost all of it is contaminating groundwater, as Earthjustice, Environmental Integrity Project and other organizations have shown based on the companies’ own groundwater monitoring data. This summer, the EPA expanded what types of coal ash storage are subject to the rules, including ash at repositories that were closed before 2015.

Environmental groups filed a lawsuit last year demanding that the expanded rules also address ash used as structural fill in places like Salinas and Guayama.

But the agency did not mention such ash in its revision to the rules, with the draft released in May. In June, Cora traveled to Chicago to testify before the EPA. Unless they are changed, the rules leave his neighbors and others across Puerto Rico with few legal avenues to fight for accountability and remediation.

“The coal ash industry has their laboratories; they know what they are doing,” Rosario said. “I go back to the word ‘avarice’ — they know all of this, just like the tobacco industry.”

AES, which is headquartered in Arlington County, Virginia, did not respond to questions from the Energy News Network. A regional AES representative instead provided a statement saying: “For more than 20 years, AES Puerto Rico has been bringing safe, affordable, and reliable energy to the island and supplying up to 25% of the island’s energy needs. We remain committed to accelerating the responsible transition to renewable energy for the island and the people of Puerto Rico.” 

A history of struggle

Cora was aware of environmental issues from childhood. His father, José Juan Cora Rosa, was a prominent activist who fought against the U.S. Navy’s bombing exercises on the Puerto Rican island of Vieques, among other iconic struggles.

The elder Cora explained that in the late 1990s, local resistance halted plans to build a coal plant in Mayaguez, the town on Puerto Rico’s west coast home to a prominent technical university. The coal plant was instead opened in 2002 in Guayama, despite opposition from the elder Cora and other residents. He said the company likely knew they’d face less pushback since Guayama’s population is smaller and economically struggling.

For years now, residents of Guayama and Salinas have complained of health effects — from tumors to skin disease — that they think are caused by the coal plant. A 2016 study by the University of Puerto Rico’s School of Public Health showed a disproportionately high incidence of respiratory disease, cardiovascular disease, asthma, hives and spontaneous abortions in Guayama. Other studies have found high cancer rates in the area, according to reporting by the Centro de Periodismo Investigativo.

Salinas resident Victor Alvarado Guzmán has seen such health issues firsthand. His wife is a cancer survivor, and he notes that on two blocks in the Miramar community of Guayama, 18 people have had cancer, some fatal cases. 

“That’s not normal,” he said.

Alvarado is trained as a psychologist but has been an environmental activist for a quarter-century, fighting unsuccessfully against the coal plant and successfully to block a proposed landfill and chicken processing plant from the area. He’s co-founder of the grassroots environmental group Diálogo Ambiental, and he’s run for public office.

Sitting in a restaurant in Salinas built on a foundation of coal ash, Alvarado said he wants to see historic ash removed from the community, and he wants the government to pay for soil and water testing plus blood testing for residents to see how heavy metals from coal ash may be affecting them.

Under a gazebo in Guayama on a stifling hot August afternoon, local environmental activists gathered to discuss the risk from coal ash, and the plant’s air emissions.

“Every time we have a meeting, we hear about someone else who is sick,” noted Miriam Gallardo, a teacher who used to work at a school near the plant, seeing coal ash-laden trucks go by.

Aldwin Colón, founder of community group Comunidad Guayama Unidos Por Tu Salud — Guayama Community United for Your Health — said that on his block, people in four out of the nine homes have cancer. He said he blames the coal plant and the public officials who have not done more to protect residents. He noted that Puerto Rico Gov. Pedro Pierluisi was previously a lobbyist representing AES.

He lamented that the company chose to build the plant in a lower-income community with little tourism.

“In poor communities, we don’t have the resources to fight back,” Colón said, in Spanish. “These are criminal companies that use corrupt politics for their own means. This is racism and classism — the same old story, the slaves sacrificed for the patron.”

Colón, Piñeiro and Cora drove around the area with other activists from Guayama to show the Energy News Network multiple sites where coal ash is visible. They pulled over along a major road, Dulces Sueños — Sweet Dreams — built in recent years. One man dug a shovel into the embankment next to the road. Continuing through Salinas and Guayama, Piñeiro pointed out the strip malls and fast food stores that were built on top of coal ash, among 36 specific locations documented by the Centro de Periodismo Investigativo.

Cora and Piñeiro noted the coal ash-laden “caminos blancos” — white roads, as they are commonly known — traversing the countryside, known as hot destinations for mountain bikers.

At a small store in Guayama, older men passed the sweltering afternoon sitting on plastic chairs sipping Medalla beers. The owner of the store, Jacob Soto Lopez, recounted how he used to jog on dirt roads in the nearby town of Arroyo — until he learned the dust he was kicking up was toxic coal ash. Now he frets about how it may be contaminating the drinking water.

“We sell bottled water here, but a lot of people can’t afford it,” he said. “They should stop producing the ashes and take away what they’ve thrown on our island.”

A revolt

On the mainland, many Americans are unaware of the threat posed by coal ash, or even its existence, since it is often stored on coal plant sites, in roads and berms, and in quarries, ravines, or old mines. The federal rules regulating coal ash that took effect in 2015 were barely enforced until 2022, when the EPA began issuing decisions related to the rules.

But in communities on Puerto Rico’s south coast, the term “cenizas” — ashes in Spanish — is often recognized as a signifier of injustice and popular struggle. 

When AES offloaded Agremax for use in construction and fill starting in 2004, it’s possible local officials and others did not understand the risks. But concerns soon grew and multiple municipalities passed ordinances banning the storage of coal ash. 

In 2016, residents of Peñuelas — 40 miles west of the plant — revolted over AES’ plan to truck ash to a landfill in their community, despite a municipal ordinance banning coal ash. Hundreds of people occupied the street, blocking trucks from entering the landfill, and dozens of arrests were made over several days in November 2016. AES stopped sending ash to Peñuelas.

Manuel “Nolo” Díaz, a leader of that movement, noted that locals were ready to snap into action since they had previously worked together to oppose a plan to build a gas pipeline through the area.

“We took over the street to enforce the law,” Díaz said, in Spanish. “It’s so beautiful when people come together to defend their rights. But the fight is not over until they remove the ashes from the 14 towns, and decontaminate the water they’ve contaminated.”

In 2017, the island’s government passed a law banning the storage of coal ash on the island. Since then, AES has shipped coal ash from the island to U.S. ports including Jacksonville, Florida, for storage in landfills in Georgia and elsewhere, the Energy News Network has reported.

While coal ash is no longer permanently stored in Puerto Rico, a mound of coal ash multiple stories high is visible at AES’ site, where it is allowed to be stored temporarily before transport. And coal ash still makes up the street above Piñeiro’s home and many others, creating milky gray rivulets running down the hills and likely percolating into drinking water sources.

A conundrum

The law against storing coal ash on the island could complicate efforts to remove it from roads and fill sites, since it would need to be transported and stored somewhere.

The Federal Emergency Management Agency allocated about $8 million for Salinas to repair roads in the wake of 2017’s Hurricane Maria. Cora, Piñeiro and others have demanded that the money be used to remove coal ash from roads and rebuild them.

Last year, Salinas Mayor Karilyn Bonilla Colón requested an exception to the law banning the disposal of coal ash on the island, so that coal ash could be extracted from the roads in Salinas and deposited in landfills in Ponce, Humacao or Peñuelas. She told local media that exporting the ash off the island would be too expensive.

Organizations in Peñuelas and beyond opposed the move, calling it disrespectful to their communities. In January, the natural resources department denied the mayor’s request.

Piñeiro and Cora are frustrated Bonilla has not found another way to remove and dispose of the ash. On Sept. 5, activists painted on the street in Salinas with large letters calling the mayor “asesina ambiental” — an environmental assassin. 

A spokesperson for Bonilla said she is no longer doing interviews about coal ash, and referred the Energy News Network to local news coverage of the controversy.

Cora and other activists are now appealing to Manuel A. Laboy Rivera, the executive director of the Central Office for Recovery, Reconstruction and Resiliency which oversees FEMA fund distribution in Puerto Rico, since he recently warned that 80 municipalities, government agencies and organizations in Puerto Rico will have to return the emergency funds if they can’t prove they’ve been used. 

Cora and Piñeiro note that many of their neighbors are elderly, and don’t feel urgency around coal ash after having survived two hurricanes and a major earthquake in the past six years, not to mention the island’s ongoing economic crisis.

“But what about future generations?” Piñeiro asked.

“If the aquifer is contaminated and we don’t have potable water in Salinas, how can people live here?” added Cora, in Spanish. “What can we do?”

Cora, Piñeiro and their allies want the coal plant to close and be replaced by clean energy, and indeed Puerto Rico has passed a law calling for a transition to 100% renewable energy by 2050. But they don’t want the clean energy transition to replicate the injustices of the fossil fuel economy, and they feel plans for massive solar farms on the south coast — developed in part by AES — could do just that. 

While solar farms are emissions-free, they continue the problem of reliance on a fragile centralized grid and put the island’s energy burden on the south coast.

Opponents say the proposed massive arrays of solar panels cause flooding and erosion — by compacting land and causing run-off — while also displacing agricultural land. Attorney Ruth Santiago, who has lived most of her life in Salinas, is representing environmental groups that recently filed a lawsuit against the Puerto Rico government over 18 planned solar farms, including by AES.

On Aug. 7, Alvarado led activists from island-wide environmental groups in delivering a letter to Puerto Rico’s natural resources department in San Juan, making demands around coal ash, solar farms and other issues.

“Under the theme of an energy transition that is just and clean, how are they going to deal with the deposit of toxic ashes across the country?” said Vanessa Uriarte, executive director of the group Amigxs del Mar, in Spanish, outside the department’s office. “The department needs to tell us what their plan of action is to deal with this problem. And now the same company that has contaminated our community with coal ash is taking our agricultural lands for solar panels.”

Energy justice leaders instead want decentralized small solar and microgrids that are resilient during disasters and cause minimal environmental impacts so that future generations are not left with more injustices like coal ash.

“It’s this strange situation where it’s not a problem about the lack of funding,” Santiago said, referring to federal funds allocated to Puerto Rico. “There’s more than enough funding, but it’s being used to rebuild this business-as-usual kind of electric system. This disaster recovery funding should be an opportunity to transform the electric system in a way that would really serve the public interest.”

What does it mean to wage love?

The question, inspired by deceased Detroit activist Charity Mahouna Hicks, formed the centerpiece of a recent gathering of Detroit environmental justice advocates. 

Hicks, who died from injuries sustained after being struck by a hit-and-run driver in 2014 in New York City, made the phrase her mantra. For the panelists, answering that question means charting a course toward a better future.

Waging Love: Building an Environmentally Just Detroit featured an intergenerational panel of local activists and residents from Detroit’s environmental and climate justice movements. 

The panel capped off the 2023 Allied Media Projects’ Seeds Series designed to “bring together visionary minds from across the AMP network for dialogue, resource-sharing, and reflection.”

Producer Liz Kennedy moderated the panel, including Ahmina Maxey of Michigan Environmental Justice Coalition; Chrystal Ridgeway, a Core City resident activist; and Norrel Hemphill, an Equal Justice Works Fellow and attorney at the Great Lakes Environmental Law Center who works closely with We The People of Detroit. 

The event was held in the newly renovated Love Building, a new social justice hub in Detroit’s Core City, which houses Allied Media Projects, Detroit Justice Center, Detroit Narrative Agency, Detroit Disability Power, Detroit Community Technology Project, and Paradise Natural Foods.

The event opened with a land acknowledgment and remarks by David Pitawanakwat, the founder of the Detroit Indigenous Peoples Alliance. Before the panel discussion, DanceAbility Detroit, a dance group for people of all abilities, performed. 

Hemphill said she did not know Charity Hicks but knew that Hicks was warning people in the 1990s about what was coming with Detroit’s water issues — massive shutoffs of low-income Detroiters, often Black mothers — for nonpayment. She said Hicks sounded an early alarm about how water is often used to punish the most vulnerable “because if there is no running water, you are at risk of losing your children.” 

Hemphill acknowledged many other forebears to her work, including Detroit activist and former council person JoAnn Watson, who recently passed away, and two co-founders of We The People of Detroit, Monica Lewis-Patrick and Debra Taylor. 

“JoAnn Watson is the reason I do this work,” Hemphill said. “Mama Watson always said to deputize yourself. No one is coming to save poor little Black women in Detroit. You have all the things that you need to save yourselves.”

“We don’t wait for anybody to parachute in, we don’t wait for permission, we don’t wait for a door or somebody to offer us something. We make demands,” Hemphill told the audience.

Maxey remembered Hicks as someone who “exuded love.” Maxey tries to “do work that comes from the heart, leaning on our ancestors to keep us going when the work becomes hard.”

Ridgeway said that it feels like there is a war waged against love. 

“If you wage love on a daily basis, we would have no problems,” she said. She quoted her dad, who often said, “Your job on this planet is that any person you come in contact with is left better off after having met you.” 

The panel worked to define an environmentally just vision for Detroit amid a growing climate crisis, unjust environmental policies, widespread power outages, floods, air pollution from wildfires, and industry.

Ridgeway pointed to the Core City fight against a concrete company that wanted to set up a crushing facility in their neighborhood. For example, residents stood up to fight for the integrity of their community. The company, she said, thought no one lived in the neighborhood.

“An environmentally just Detroit is a place where policies are not left vague,” she said. “As community members, we are responsible for being awake, aware, and walking our neighborhood.”

Maxey introduced the idea of affordable, reliable, clean energy as a crucial part of an environmental justice vision.

“Success to me looks like people who represent us at the city level and at the state level have Detroiters’ best interests at heart and are free from political contributions from these major polluters,” she said, noting that most legislators accept money from DTE Energy. 

“You see what’s happening in the state and the city with outages and shut-offs. You have a climate bill that is being pushed through the legislature that is trying to be carbon neutral instead of being 100% about renewable energy,” she said. “If you have 93% of senators taking money from the same person who’s gonna get affected by this particular policy, we’re never going to get to this vision.”

Success, Maxey said, is about fair representation.”No matter what you look like, no matter where you live, you have access to clean air and clean water. That your vote and your voice are not being co-opted by somebody who may look like you but is not actually representing you. The way to move towards success is to think about cumulative impact. Not the one facility but the 10 that are in the neighborhood.” 

Hemphill highlighted the year-old Detroit Lifeline Fund, a measure adopted by the city to tie water rates to income, as an example of community voice having an impact.

“The good that you see in the Detroit Lifeline Plan is the ‘we’ of the community and the ‘we’ that’s in We The People of Detroit. That dashboard you see is because we demanded transparency,” Hemphill said, referring to the city’s online tracker for the Lifeline program, which displays metrics for participation and dollars spent.

She insisted that residents must demand public officials do what they’re supposed to do and write letters so they go in the public record. 

Hemphill shared with the audience that state Sen. Stephanie Chang, D-Detroit, has been leading an effort to make water affordable for all Michiganders. She encouraged everyone to go online to Wel Coalition to take the pledge, sign on, and learn more.

“Community is the antidote,” Kennedy said. “Getting organized, knowing your neighbors. Being embodied in our relationships to living here on this land.”
